The north-south hiking tandem activity is a social movement in Taiwan related to the liberalization of the electricity industry . After the event, it is turned into a national electricity self-help society .
National electricity self-help will ( English: People Power, the Save Ourselves ), referred to PPSOS , Taiwan is a society founded on October 6, 2016. People Power has the meaning of "citizen power" and " people's power. " It is a mass organization established in response to amendments to the Electricity Industry Law and supervision of the interests of all citizens.

Background [ edit ]

The topic of Taiwan's electricity liberalization has been discussed for nearly 20 years. In 2016, the Democratic Progressive Party Tsai Yingwen’s government was determined to accelerate the “electricity industry law” amendment. It is expected that the bill will be sent to the Executive Yuan at the end of August and sent to the Legislative Yuan for review in September .

The beginning and end of conflict events [ edit ]

  • On June 30, 2016, the Taiwan Power Trade Union met with Minister of Economic Affairs Li Shiguang of the Republic of China and expressed his desire to maintain the integrated electric power industry (the current system of the Taiwan Power Company ); Li Shiguang promised that the Taiwan Power Association cadres will be invited to participate in the various conferences on Amendment Law.
  • Since July 7, the Ministry of Economy no longer convenes any meetings.
  • On July 22, the Ministry of Economic Affairs released the draft amendments to the "Electricity Act" in major media and claimed that it had "a consensus" with the Taiwan Power Trade Union.
  • On July 26, the Energy Bureau of the Ministry of Economic Affairs convened a public hearing on the draft "electricity industry law." Taiwan's power trade unions only received a notification the day before.
  • The Energy Bureau of the Ministry of Economic Affairs and the Ministry of Economic Affairs violated the integrity of the Ministry of Economic Affairs. As a result, nearly 400 cadres of the Taiwan Electric Power Union visited the Energy Bureau on July 27 to explain the outbreak of the protest and shouted “Li Shiguang stepped down.” Ding Zuoyi, Chairman of the Taiwan Electric Power Union, and other union representatives The podium protested and the scene was once hot, and then left to protest. Ding Zuoyi said that on August 4th, Taiwan’s electricity trade unions will convene an interim national membership meeting and make important resolutions. Taipower employee response [ edit ]

  • On the day before the temporary national member congress of the Taiwan Electricity Association (August 3, 2016), the Executive Yuan Zheng Jingsen and the Taiwan Power Trade Union and the Chief Secretary of the Energy Bureau of the Ministry of Economic Affairs Li Junli studied the law of the “electricity industry law” and reached four consensuses. [3] , including:
  1. The electricity reform does not involve the privatization of Taiwan's power companies .
  2. The first phase of energy transformation was promoted by direct supply and substitution, and mileage was established in the second phase. Taiwan Power’s transformation was gradually completed in 6 to 9 years.
  3. Taiwan Power Corporation has transformed itself into a controlling parent company and has established two companies: power generation, transmission and distribution.
  4. According to the needs of the company's operations, the foregoing power generation company may, under the premise of not affecting the rights and interests of employees of Taipower, set up subsidiaries or independent divisions to promote operating performance. (The fourth item has been deleted)
  • Although this four-point consensus allowed Taipower employees to secure the right to work, it still triggered fierce dissatisfaction among employees and continued suspicions. The main challenge was to question the Energy Bureau:
  1. Revising the law and opening up the direct supply for the Tully Consortium, opening up large-scale consumer power options will enable the lower-cost coal-fired power to be preemptively obtained by large users by means of generation substitution, leaving costly gas-fired electricity to the people. (According to the future electricity market structure planned by the Energy Bureau Briefing on July 27th.)
  2. Generally, the electricity sales industry does not have to bear the burden and costs. It is obviously for the establishment of the consortium, and it is not equal to the rights and obligations of the public electricity sales industry. (August 4th, 19th, 50th, 51st, 54th, 55th, etc.)
  3. Splitting Taipower into two companies will not allow cross-shareholdings, adding unnecessary transaction costs, leading to higher electricity prices. (Authorized version of the Energy Bureau on August 4th and Articles 5 and 6)
  4. This led to the bankruptcy of the Taiwan Power Company , and repeated the failure of California's power liberalization. (Description of the General Bureau of the Energy Bureau on August 4 and Article 49) [4]
  5. Compulsory energy ratios (50% for gas, 30% for coal, and 20% for green) are mandatory. [5] [6]

  • Public hearings controversial events

Activity process [ edit ]

The activity began on September 5, 2016 [14] from the Taipower’s third nuclear power plant. The love letter and activity symbol (electrician's helmet and symbol of Taipower) were passed along the road and arrived at the supervision house on September 19, and consisted of 10 Representatives enter the Executive Yuan and the Legislative Yuan , and submit their love letters and activities. Actually involved in trekking relays, across all units of Taipower, called for about 3,000 person-times during the entire event. The social movement called by grass-roots employees was unprecedented in the history of Taipower. [15] [16]

活動插曲[編輯]

期間因莫蘭蒂風災造成南部地區災情慘重，活動小組暫停第11天到第14天即9月15日至9月18日的活動，卻遭行政院長林全批評台電搶修不力，引發媒體新聞嘩然。[18][19][20][21][22]

  • 致使原本要在9月份會期通過之電業法草案，至十月份仍未公告。活動小組為做長期抗戰，遂於2016年10月6日正式成立全民用電自救會，持續監督電業法修正。
  • 2016年10月17日由總統召集第三次執政決策協調會議，會中先由行政院報告電業法的修正方向，以及與各界溝通的狀況並提出兩階段修法。
